Adjust rating to sample size

For single game, either eliminate ratings or round to nearest full value (level 3 or level 4 player for example). With 5 samples, round to nearest 1/10th value. With 10 samples, round to 1/100th. For filters applied to ME page, reduce resolution accordingly if filters result in insufficient samples.

I believe this would eliminate most of the issues people are expressing with faulty ratings.
